The scout association was begun in 1908in Britain by Robert Baden-Powell. He based the program on teaching boys the skills he had gained in guerilla warfare. The movement's motto was Be Prepared (BP - also the initials of the founder). Now the scout association has around 16 million members worldwide and 700,000 in the UK. Since 1908 Beaver Scouts (for ages 6 - 8), Cub Scouts (ages 8 - 10), Scouts (ages 11 - 15) and Venture Scouts (ages 16 - 20) have all been formed.
